« Parfois, nous ne pouvons pas dormir la nuit en voyant ce qui se passe », confie un manifestant issu de la communauté juive hassidique au New Canadian Media à Montréal, le 15 mai 2021. À la main, une pancarte affiche sans équivoque son opposition à l’État d’Israël.
Plus de 200 personnes ont perdu la vie suite aux bombardements israéliens sur la bande de Gaza, débutés le 10 mai dernier. Dans la semaine précédant le début des attaques, des affrontements ont eu lieu sur l’esplanade des Mosquées et dans le quartier de Cheikh Jarrah, à Jérusalem-Est. Au cœur des tensions, la partie orientale de la Ville sainte est occupée par Israël depuis 1967, en infraction au droit international.
Ce sont ces morts, civils pour beaucoup, qui gardent le manifestant éveillé.
Entre tensions et rapprochements
Dimanche 16 mai, le centre-ville de Montréal a été le théâtre de confrontations entre manifestants pro-israéliens et pro-palestiniens.
La veille, alors qu’une foule de Montréalais est rassemblée pacifiquement pour démontrer son soutien aux Palestiniens, les membres de la communauté juive hassidique se comptent sur le doigt d’une main. Ils marchent tête haute parmi les drapeaux algériens, libanais et, surtout, palestiniens. L’un d’eux affirme même que « personne ne supporte Israël à Outremont », quartier phare de la communauté hassidique à Montréal.
Si les événements des derniers jours au Proche-Orient ont déchaîné les passions dans toutes les grandes villes du Canada, les rapports entre communautés palestinienne et juive sont loin d’être aussi tendus qu’en Israël. Plusieurs groupes de défenses des droits humains militent ensemble pour la paix, et pour déboulonner une idée fausse : ce ne sont pas tous les juifs qui supportent l’État sioniste.
Le Canada accueille une population palestinienne estimée à 50 000 personnes, rassemblées principalement dans la province de l’Ontario. En 2016, on recensait 143 665 personnes d’origine juive ethnique au pays.
Parmi eux, l’organisation Voix juives indépendantes (VJI) détonne. Fondée au début des années 2000, VJI est « née de la vision qu’il y a des voix qui sont un peu écartées dans la communauté juive (…) justement parce qu’ils sont critiques des liens entre la communauté et le gouvernement israélien », explique son porte-parole, Niall Clapham-Ricardo. Ce dernier est catégorique : « il s’agit d’un régime d’apartheid ».
Travaillant en étroite collaboration avec des groupes canadiens de défense des droits des Palestiniens, l’organisation se positionne clairement pour le mouvement Boycott, désinvestissement et sanctions (BDS). Un boycott qui vise particulièrement, pour M. Clapham-Ricardo, les colonies de peuplement en Cisjordanie et les compagnies canadiennes faisant affaire avec la Défense israélienne.
Selon lui, la majorité des organisations juives du pays sont pro-israéliennes. Il souligne néanmoins que les Juifs des États-Unis et du Canada sont en scission avec ceux d’Israël : « ceux-ci deviennent de plus en plus extrémistes, alors que ceux la diaspora nord-américaine se détache considérablement de l’État et du gouvernement israélien », affirme M. Clapham-Ricardo, soulignant que c’est particulièrement le cas de la jeunesse.
Un devoir pour le Canada
« La jeunesse juive vient vers nous, et elle est accueillie à bras ouvert », confirme Denis Kosseim de la Fondation canado-palestinienne du Québec.
Pour M. Kosseim, le problème est ailleurs. « Il y a un fort décalage entre ce que les Palestiniens disent, en s’appuyant sur des rapports d’organisations des droits humains (…) et ce que dit le Canada », soutient-il, en faisant référence au rapport de Human Rights Watch (HRW) qui accuse Israël de crimes contre l’humanité.
À la lumière de ces révélations, M. Kosseim se désole de voir le gouvernement de Justin Trudeau traiter l’État sioniste en ami. « Il faut changer de paradigme », dit-il, expliquant qu’Ottawa parle encore d’Israël comme d’une démocratie, en dépit du traitement discriminatoire que subissent les Palestiniens et condamnés par HRW et l’organisation israélienne B’tselem. « La moindre des choses serait qu’Israël se conforme au droit international, sorte des territoires palestiniens occupés », poursuit le responsable du comité Éducation à la Fondation.
À l’unisson, M. Kosseim et M. Clapham-Ricardo dénoncent l’hypocrisie du gouvernement Trudeau, qui « se met à genoux pour Black Lives Matter » mais ne condamne pas fermement les actions et positions d’Israël, jugées « suprématistes » par le représentant de la Fondation canado-palestinienne du Québec.
Ce dernier rappelle que le gouvernement de Brian Mulroney (1984-1993) s’était activement opposé au régime d’apartheid en Afrique du Sud. Une démarche que devrait, selon lui,entreprendre Ottawa vis-à-vis d’Israël.
